Months of intense negotiations, pressure from US allies, and appeals for assistance from Ukrainian President Volodymyr Zelensky have led to the creation of these bills. The bill also grants President Biden the authority to seize and sell Russian assets to fund Ukraine’s reconstruction, a move supported by other G7 nations. A substantial $13 billion in military assistance has been designated for Israel, a long-standing ally of the United States.
