Taliban authorities have detained Shafiqullah Atayi, a resident of Panjshir province, in Kabul for the past eight days without any charges, sources told Amu TV. The sources emphasized that Atayi has no political or factional affiliations and has not been involved in any political activities.

This is the second time the Taliban have arrested him. Two years ago, he was detained without any known charges and held for four months before being released, the sources added. Despite growing concerns, the Taliban have not commented on his arrest.

Since taking power in August 2021, the Taliban have faced accusations of targeting Panjshir residents through arbitrary detentions. In June 2022, Human Rights Watch reported that Taliban forces detained around 80 people in Panjshir’s Khenj district, releasing 70 after several days while continuing to hold 10 individuals whose relatives were accused of ties to the National Resistance Front (NRF).

Amnesty International echoed similar concerns in a June 2023 report, stating that the Taliban conducted village-wide mass arrests in Panjshir, detaining as many as 200 people at a time without charge. Human rights groups continue to warn that such actions contribute to a climate of fear and repression in the region.
