Bahrain MPs have introduced a proposal to cap expatriate contracts in the public sector at two years, aiming to prioritize Bahraini employment and reduce reliance on foreign workers. “Public service is a duty meant for citizens,” said MP Mohammed Al Olaiwi, a key supporter of the measure, referencing Article 16 of the Constitution.

Under the proposed amendment to Article 11 of the Civil Service Law, expat contracts would end after two years, with Bahrainis trained to take over. “This is about ensuring that our people can step confidently into public roles,” said MP Jaleela Al Sayed. “We’re laying the groundwork for stability and opportunity for Bahrainis.”
The MPs argue that the cap would help Bahrainis gain valuable skills and improve job security. “We want to reduce unemployment and give Bahrainis the stability they deserve in their careers,” the MPs noted in a statement. The proposal, now under committee review, could mark a transformative shift in Bahrain’s public sector hiring if passed.
